Title: Evaluation the Role of Monitoring and Evaluation in Improving Project Outcomes: The Case Study of Alem Day care in Addis Ababa

Abstract: This study investigates the Role of project monitoring and evaluation (M&E) on the development and performance of the Alem day care center in Addis Ababa, Ethiopia.in the context of increasing demand for accessible and high-quality childcare services in urban areas, effective M&E is critical for ensuring project efficiency, accountability and long-term sustainability. The general objective of the study is to evaluate how M&E influences the effectiveness and sustainability of Alem Day Care, with specific objectives focusing on impact of M&E on service quality, stakeholder engagement, and resource utilization. The research questions explore how M&E supports project sustainability, tracks progress, addresses challenges, and improves outcomes. The study addresses a significant research gap by focusing on the application of M&E specifically within the day care development sector, a topic that has received limited attention in existing literature. A mixed-methods research approach was adopted to provide a comprehensive understanding of M&E’s impact at Alem Day Care. The study employed both quantitative methods (structured surveys) to measure M&E effectiveness and qualitative methods (interviews, observations, and document analysis) to gain deeper insights into stakeholder experiences. Purposive sampling was used to select administrators, caregivers, and parents directly involved in the day-care’s M&E processes. Descriptive and inferential statistical analyses were conducted on the quantitative data, while thematic analysis was applied to qualitative data. The study also considered ethical principles such as informed consent, confidentiality, and voluntary participation to ensure data integrity and participant protection. The findings indicate that M&E has positively influenced service delivery, stakeholder engagement, and sustainability. Regular monitoring has led to improved childcare quality, staff performance, and safety measures. Based on the findings, the study concludes that effective M&E frameworks are essential for enhancing service quality, achieving project goals, and ensuring long-term sustainability in day care canters. Projects with well-structured M&E systems are more likely to succeed due to improved accountability, stakeholder participation, and datadriven decision-making.
